This Strategy is a commitment by the Government to achieve a model of development and growth more innovative, competitive and sustainable, which allows to maximize the available resources.

The Spanish Strategy Action Plan foresees 70 measures, until 2020, to promote technological, organizational and social innovations and contribute to deploying in Spain the necessary changes in production and consumption models, with a budget of 836 million euros.

We can highlight:

ECODESIGN: Among the measures contemplated in this Action Plan, those relating to the design of goods and services stand out, promoting the innovation from the beginning, in such a way that the use of resources is minimized and the use of polluting substances is reduced to the maximum in its manufacture in order to reduce the waste produced and that can be recovered as by-products in subsequent manufacturing processes, ensuring the protection of human health and of the environment

PUBLIC PROCUREMENT, AGRI-ALIMENTATION AND SMART TOURISM: Public procurement will be another of the key points of the Strategy, as it represents an important part of consumption due to the significant volume of spending by the different public administrations within the market. Therefore they must encourage actions to implement it ecological public procurement, establishing measures or elaborating criteria that can be used by contracting authorities.

In terms of food, the "More food, less waste" 2017-2020 Strategy will be implemented, which promotes transparency, dialogue and coordination between all agents of the food chain. The ecological production of food will also continue to be supported.

Among these 70 measures, the boost to the secondary raw materials market, the promotion of water reuse or the development of one Smart Tourist Destinations Program that guarantees the sustainable growth of the tourist destination.

EMPLOYMENT AND PUBLIC WORKS: In the employment sector, the labor market will be prepared for the transition to a low-emissions economy, and a line of study will be developed on the new jobs generated in the development of the Circular Economy, such as the use of alternative energies, use of waste as by-products and the necessary support for training in these matters.

Public works is another sector that will receive special attention. Thus, the implementation of the circular economy in civil works and, together with the Ministry of Development, to reduce the pressure on the use of raw materials. It is intended, therefore, that construction and demolition waste is used in civil public works, integrating it into the construction processes, as long as the health of people and the protection of the environment are guaranteed.

PI ACT FOR THE CIRCULAR ECONOMY

Last September, the Minister of Agriculture and Fisheries, Food and Environment, Isabel García Tejerina, presided over the signing of the Pact for the Circular Economy, signed by 55 social and business agents. Today there are a total of 240 signatory entities and companies.

These pledged to reduce the use of non-renewable natural resources, promote the analysis of the life cycle of products, the incorporation of eco-design criteria, promote guidelines that increase the overall efficiency of production processes, promote innovative forms of sustainable consumption or the use of infrastructures and digital services, among other points.

As we said on another occasion, the circular economy is not the future, but the present.
